(Disclaimer: I do not work for DVLA, VOSA or any other Government agency. The information on this page has been gathered from a variety of official and unofficial sources. I have done my best to verify it, but offer no assurance as to its accuracy.) The introduction of the new computerised system for MoT testing has thrown up a problem which, it appears, affects the vast majority of commercial Land Rovers (but not Station Wagons). I just took a 1963 2A 109 petrol to my local MOT station. They now have the new computerised testing system which they did not have last time. They input the chassis number into the system and then informed me that they could not carry out the MOT. Reason given was that the vehicle has a revenue weight of 3499kg gross, and must therefore undergo a class 7 MOT test (commercial vehicles 3000 - 3499kg GRW) which most MOT stations are not equipped for. I was given a computerised printout which showed the reason for rejection as 'Vehicle details entered incorrectly at test registration - wrong class vehicle'. Sure enough, the V5C (registration certificate) states revenue weight of 3499kg gross. I thought this might be a one-off error: with a 2A weighing about 1800kg empty, if you load it up to 3499kg the chassis will probably bend in the middle. But then I checked the V5s for seven other commercial bodied Land Rovers that I have at the moment, and found that five of them have a revenue weight of 3499kg - these vehicles ranging from a 1959 Series 2 88 inch to a Defender 90. (Note that if you have a genuine factory Station Wagon, a Range Rover or Discovery, it should show the body type as 'Estate' and there will be no revenue weight. In this case this particular problem does not apply to you.) Now the 'revenue weight' should be the maximum gross laden weight (GLW) as given by the manufacturer, and a figure of 3499kg, for most Land Rovers, is just plain wrong. It looks as though DVLA have been using 3499kg as the default revenue weight on Land Rover V5s for a very long time. Apart from the shortage of class 7 testing stations, the test costs more than a class 4 test. So I did a bit more research. First I rang up DVLA, who told me that to change the revenue weight on the V5C is simple - you just enter the correct weight in box 22, the date of change in box 23, sign and date the V5C and send it to Swansea. You will get an amended V5C back. What is the 'correct weight'? If your Land Rover was made after 1979 it should have a VIN plate looking like this: The first figure (2710kg in this case) is the GLW, which you should use as the revenue weight. For Series 3 before 1979, the GLW is given in the handbook as 2120kg for 88 inch vehicles, 2710kg for 109 inch (except the very rare One Ton model). I do not have figures for earlier vehicles. So if you send your logbook away in plenty of time before the next MoT is due, and get the revenue weight changed to something less than 3000kg, there is no problem, your vehicle will definitely be tested as class 4, just like a car. But that doesn't help you if you have a 110 or 130 (GLW over 3000kg) or your MoT is imminent. So I rang VOSA (the people who oversee MoTs) to clarify the situation. This is what they told me: If a vehicle has a GLW under 3500kg, an unladen weight under 2040kg, has four wheel drive and is equipped to carry one or more passengers (including the front seats) then it is a 'dual purpose' vehicle for MoT purposes and should be tested as class 4. As far as I can tell, the only commercial Land Rovers which do not meet these criteria are the big 127/130 vehicles, and possibly the Series 2 forward controls. (But the dual purpose exemption is to be withdrawn shortly - see below.) I have since had this confirmed in writing. VOSA sent me an extract from the 6th edition MOT Testing Guide, as follows: Dual purpose vehicles 3. A `Dual purpose vehicle' is one that is constructed or adapted for the carriage of both passenger(s) and goods or burden of any description; and has an unladen weight (ULW) not exceeding 2,040 kg ; and which either: (a ) is so constructed or adapted so that the driving power of the engine, is, or by the use of the appropriate controls can be, transmitted to all the wheels of the vehicle ; or (b ) satisfies the following conditions as to construction: (i) is permanently fitted with a rigid roof, with or without a sliding panel; (ii) the area to the rear of the driver's seat must: · be permanently fitted with at least one row of transverse seats (fixed or folding) for two or more passengers, and those seats must be properly sprung or cushioned and provided with upholstered backrests, attached either to the seats or to a side or the floor of the vehicle; and · be lit on each side and at the rear by a window or windows of glass or other transparent material having an aggregate area of not less than 1,850cm2 on each side and not less than 770cm2 at the rear; (iii) the distance between the rearmost part of the steering wheel and the backrests of the row of transverse seats satisfying the requirements specified in the first paragraph of item (b) (ii) (or, if there is more than one such row of seats, the distance between the rearmost part of the steering wheel and the backrests of the rearmost such row) must, when the seats are ready for use, be not less than one third of the distance between the rearmost part of the steering wheel and the rearmost part of the floor of the vehicle. Almost all Land Rovers are covered by section (a) above. If you have a 130 crew cab, you may find the ULW is over 2040kg, but you should still be able to get the vehicle tested Class 4 under section (b) above, as a crew cab has permanent transverse seats and side windows. So if a tester tells you your Landie needs to be tested class 7, you can now quote the 6th edition MOT testing guide at him chapter and verse. BUT: the dual purpose exemption is to be withdrawn at the end of 2009. From the start of 2010, if a vehicle has a recorded GLW of 3000kg or greater, it WILL be subject to class VII test with no exemptions. If you own a 110 without self-levelling suspension, a 130 or a Forward Control, you will just have to live with this and find yourself a Class VII MoT station. For everyone else, if the revenue weight on your V5 is wrong, get it changed now. One other thing you need to be aware of - the new system allows the tester to check details such as engine size, fuel type, vehicle colour etc against the DVLA database. I do not know whether you will be refused an MoT if you have changed the colour of your vehicle, or fitted a different engine, and not notified DVLA, but I think it is quite likely that you will. So get out your V5C now, and make sure all the main details in section 4 are correct, especially: Revenue weight Cylinder capacity (cc) (this field is often blank on older Land Rovers, if so then leave it that way) Type of fuel Colour And if your chassis plate has gone missing, get another one made up. For vehicles first used on or after 1st August 1980, the VIN number (chassis number) must be displayed on the vehicle. Land Rovers had the number stamped on a plate (Click here for more info) and also stamped into the right hand front chassis leg, but the latter may have been replaced or patched over on older vehicles, and if you have no VIN on the vehicle, the tester can and will refuse to test it. Even a pre-1980 vehicle with no chassis plate may lead to major grief at MoT time, although the tester cannot strictly refuse to test it. A few important points: - Always follow Land Rover’s towing recommendation. - It is illegal to exceed the laden trailer weight recommended by the manufacturer of the tow bar or tow hitch that you are using. - All trailers, including unbraked ones, must be clearly marked with maximum gross weight in kilogrammes. Our Accessories Range Why trailers weave, yaw or snake If you’ve driven behind a caravan on a motorway, you’ll have seen weaving, yawing or snaking at close quarters. Many people think that it’s part of towing, but it’s not. If you load the trailer correctly, so the front is slightly heavier than the rear, you can virtually eliminate all the usual snags in towing a trailer. The three laws of towing physics - When a trailer turns, it will naturally want to rotate about its own centre of gravity (CG). - You can reduce the yaw during the swing by setting the CG towards the front of the combined vehicle and trailer. - Altering the position of the CG alters the handling characteristics of your trailer. The physics of successful towing Properly finding and positioning the centre of gravity (CG) of the trailer is the secret of successful towing. - The CG is important in towing because a motor vehicle or trailer naturally wants to turn around its centre of gravity. It acts as a kind of hinge and where this ‘hinge’ is placed has a significant effect on towing. - When towing a trailer, the CG needs to be just in front of the trailer’s wheels, so that the trailer follows perfectly behind it. - When the CG is just ahead of the trailer’s wheels (about 10 – 20cm is best), the trailer can be towed securely in a straight line and you will turn corners safely. - If the CG is too far forward, the trailer won’t want to turn and the driver will feel that the car is oversteering. How to calculate the centre of gravity You need to know the trailer’s gross weight (use weighbridge), axle to hitch distance (drawbar length), and nose weight (weighbridge). Then: CG position = (in cm ahead of trailer axle) noseload in kg x drawbar length in cm by trailer gross weight in kg. How to load and drive a trailer Here are a few handy tips for loading and driving with your trailer. How to load a trailer - Always check the owner’s manual to discover the towing capacity of your Land Rover vehicle. - Ensure that the centre of gravity (CG) is towards the front of the trailer, usually around 10 – 20cm ahead of the axle. You can do this by loading slightly more weight in the front half of the trailer than in the rear. - Adjust the rear tow hitch to ensure trailer is level, or slightly down at the front, but never at the rear. - Check the maximum gross weight of the trailer – it should be clearly marked. - Secure loads to the trailer tie-downs. - Load carefully both side to side and front to back. How to drive with a trailer - Anticipate stops and brake early. - Allow a gap of at least four seconds between your vehicle and the one in front. - Allow yourself extra turning and manoeuvring room. - On hot days, beware of engine overheating on long climbs. - Using a lower gear will keep the engine cooler. Troubleshooting Here are some tips for handling certain situations. - Weaving Move trailer CG forward, reduce trailer weight, increase trailer and towing vehicle tyre pressures according to manufacturer’s specification, fit a hitch yaw damper, reduce speed. - Oversteer cornering Move trailer CG further towards the rear of the vehicle. - Tucks in when cornering Increase towing vehicle rear tyre pressures, reduce trailer weight. Trailers and braking Land Rover’s Trailer Stability Assist (TSA) Our new system helps make towing safer by detecting trailer oscillations and then using selective braking to help correct a potentially hazardous situation. TSA is a groundbreaking safety feature that should be use in conjunction with proactive driving techniques. Here are some additional tips for braking while you drive: - Checking brakes Whatever trailer type you have on tow, it’s important to check overall braking action as soon as possible. Ensure you do so when it is safe and with due consideration to other road users. Even light unbraked trailers may affect the overall braking action. Testing coupled brakes is also necessary as the trailer may not be proportionally braked and this can result in forces acting on the tow vehicle during braking. - Excessive braking Avoid harsh braking as this can produce download on the vehicle-towing hitch and in wet or slippery conditions can lead to front-wheel lock-up. Although ABS can help prevent this, moderate braking is always preferable. If your vehicle is not fitted with ABS, we suggest cadence braking (feathering the brake pedal with your foot). - Safer braking in braked trailers Braked trailers are inherently more stable than their unbraked counterparts. However, braking can accentuate even a minor instability. To ensure safe braking in a braked trailer, make sure you: - Always brake in a straight line for maximum safety and control. - Leave a reasonable distance between your vehicle and the one in front. - Consider the load you’re towing and drive accordingly. Hitches Here are some key points to consider in regard to hitches: - The standard 50mm ball hitch is suitable for on-road towing of a trailer with a gross weight up to 3,500kg. - Trailers with a gross weight above 3,500kg should have a ring hitch and close-coupled brakes – a special vehicle modification. - Allow extra room for braking and use cadence braking if you do not have ABS. Reversing Tips for the gentle art of reversing - Start reversing with vehicle and trailer in the same straight line. - Slowly reverse the trailer, turning the vehicle in the opposite direction to the one in which you wish the trailer to turn. - As the rear of your vehicle turns away from the direction you want the trailer to travel, the rear of the trailer will turn in the direction you wanted. - Do not, however, continue too far or the vehicles will jack-knife. - Once the trailer is moving in the right direction, reverse the steering on the vehicle and follow the trailer into the turn and finally straighten it up when you reach the correct direction. - Note that generally, frames that are long compared to the wheelbase of the towing vehicle are easier to reverse than those that are short. - Comprising of 5 cameras located around the vehicle, the Surround Camera System provides a near 360 degree view of the world outside. The cameras are mounted in the front bumper (x2), the underside of the door mirrors (x2) and tailgate lift handle (x1) and the images from each are viewed through the infotainment screen in the vehicle’s cabin. - Utilising the camera system, Tow Assist is an innovative new function that predicts the direction of a trailer when reversing. Guidelines can be set to the trailer width and when reversing these are displayed on the screen to show trailer trajectory. - Additionally the Tow Hitch Assist function helps the driver to precisely couple the tow bar with a tow hitch. A coloured dot graphic is displayed on the screen representing the tow ball together with a guide line showing the predicted reversing path of the vehicle towards the trailer tow hitch. Lighting Tips for the safety lighting on your trailer - Before setting off, make sure the lighting equipment on your trailer is fitted, working correctly and meets the latest lighting regulations. - At the very least, you should have two good tail and stop lamps, direction indicators, number plate illumination, and two triangular, red rear reflectors. - Make sure your trailer has at least one red, rear fog lamp (something you may need to add if your trailer was manufactured after 31 March 1980). Additional lights may be required on larger trailers, as well as horseboxes and caravans. The main points of concern are dealt with individually below. Tyres: It's important to raise the vehicle up on jacks and stands, sufficiently to take most of a Series Land Rover's punishing weight off its tyres. If this is not done, the tyres will tend to retain the bulge in them after the vehicle is returned to road use. There will then be a noticeable thumping from one or more wheels when on the move. Some tyres can recover automatically from the experience but others cannot and this then becomes a safety issue. Fuel: Modern fuel has more additives in it these days, particularly the unleaded type, and some are not stable in the long term. Old fuel can cause ignition problems and possible engine damage. So ideally drain the fuel tank or at least leave it with a minimum amount and completely fill the tank as soon as the vehicle is returned to the road. This serves to dilute the existing contents. Body: Series Land Rover body panels are made from aluminium alloy and so exposure to damp and rain is not a problem. The structural framework of Series Land Rovers, such as door pillars and bulkhead however, are of steel construction and therefore climate food. So, covering the vehicle and protecting it from the climate, protects the external steel components. It's the nature of a Series Land Rover to admit the climate through an impressive variety of portals. Corrosion then has the opportuntiy to continue from the inside out unless the vehicle is covered or stored indoors. Battery: There's a range of sophisticated battery charging devices available that sense the state of the battery and charge it accordingly. You can just hook your battery up to one of these and leave it alone. If however you only have a standard charger you could still 'leave it alone' by connecting it to your charger via a timer switch set to charge the battery for 15min each day. My own battery is in its fourth year of service having been charged in this manner for 3 months each year.
